Following a freeze that threatened the liquidity of thousands of businesses, on April 13th 2026, the GSE officially reactivated PortalTermico 3.0, currently limiting its use to the Direct Access procedure only.

Today’s real challenge is purely operational. The GSE has granted an extraordinary 40-day extension for sites that were blocked between March and April (or completed from December 25, 2025, onwards). However, the portal’s algorithm does not yet recognize this extension, triggering persistent error messages.

The date paradox: what to enter in the portal

If the system rejects your application, labeling the date as “too old,” the fault lies with the algorithm, not your work. To bypass this block, the official GSE FAQs mandate an unusual but compulsory procedure:

You must enter today’s date (the date you are submitting the application) in the digital form under “Date of Completion of Works” (Data di conclusione dell’intervento).

This technical workaround is solely to prevent a system lockout and does not negate your legal obligations. This is where Form 7 becomes essential.

Form 7 (Modello 7)

Entering a fictional date on the portal would, on its own, constitute an inaccurate declaration. Therefore, the application must be accompanied by Form 7 (“Asseverazione dell’intervento”).

This document – stamped and signed by a qualified professional (engineer, architect, or surveyor) – must contain the actual and truthful completion dates. During the manual review process, GSE officials will not view the discrepancy as an error; instead, they will use Form 7 to validate your eligibility for the extension and the incentive.

Payments, the 120-day rule, and the 10% exception

The law dictates that the work completion date must not exceed 120 calendar days from the date of the final bank transfer (bonifico). By pushing the completion date forward on the portal to bypass the software glitch, your final payment might appear “out of time.” What should you do?

  • Portal adjustment: instructions suggest proportionally updating the payment date in the digital form as well, allowing the actual bank receipts (the attached PDFs) to serve as the accounting truth during the audit.
  • The private client lifeline (10% rule): if the payment delay is real and not caused by the portal, remember the official exception. For private individuals only, an extension beyond 120 days is permitted, provided the final installment paid exceeds 10% of the total expenditure. In this case, simply attach the documentation confirming the payment plan agreed upon with the client.

What if you receive an automatic rejection?

What happens if, despite these precautions, the automated system or an optical check of the receipts issues a “notice of rejection” (preavviso di rigetto)?

Don’t panic. The Operating Rules guarantee you 10 days to submit formal observations. Use this window to upload a brief that explicitly cites the 40-day extension. This will prompt the GSE to manually unblock the procedure.
